is it sepia? looks more like black and white to me

Definately the sepia version. I'd also suggest if possible that you crop out the blown out skyline.

I like the colour one better.I think the 1st one would look better if you made the pic look older.The blown out parts just put me off.

EDIT - Here's your pic in sepia and i added a bit of noise.

Thank you all guys for your comments.
For that "sepia" version I've applied a Sepia Photo Filter effect in Photoshop CS but I guess this isn't working very good. So I'll try to find a standalone plugin for sepia works.
