The saying on that is a partial piece of a quote from Dorothy Frances Gurney the quote is "The kiss of sun for pardon, The song of the birds for mirth, One is nearer God's Heart in a garden Than anywhere else on earth" so I'm guessing it was a lawn ornament of some sorts at sometime.
