I agree with you but on the other side I understand part of the concept.
The cities are full of what some call light pollution. That's why we cannot see clearly the stars at night.
There's some directives regarding the street lights that prevent any light to be projected sideways or upwards and the hight of the lamps/ projectors is also regulated here.

The main idea is to lit only what is required. In this case it seems that the need was just for the steps.

Security wise, this can be a great risk.

Nice photo anyway. I like the composition, and the B&W works fine here.

Ooops...I hope your'e not a Town Planner, type person. I didn't mean to diss. the trade. I'm sure they do what they think's best.(for star gazing):)

You've given me an idea for a project. I'm, as of now, collecting evidence of mad planning considerations. I'm already thinking of the M4 motorway with its chock a block single lane and empty bus lane.

No, I'm not a town planner. I just read about it. ;)

I think your idea might be very interesting.

We have a televion program here where amateur photos of careless planning in roads and public places are shown, and then the reporters try to obtain some explanation from the responsible institutions. It's a riot. :lol:

I think you should find lots of material for that project.
