My guess would be it's a combination of shutterspeed setting and maybe a lil PP.
Have a look here at how running water looks at various shutterspeeds. Look at the 4th example (shots of a waterfall at various shutter speeds) http://photography-on-the.net/forum/showthread.php?t=414088

Here's the exif info from the 1st shot:
Camera Make: NIKON CORPORATION
Camera Model: NIKON D200
Image Date: 2007:07:18 20:23:17
Flash Used: No
Focal Length: 70.0mm (35mm equivalent: 105mm)
Exposure Time: 0.013 s (1/80)
Aperture: f/4.5
ISO equiv: 160
Exposure Bias: -0.33
White Balance: Manual
Metering Mode: Matrix
Exposure: aperture priority (semi-auto)
So as you can see the shutter speed is 1/80sec. The speed of the falling water does the rest.
