PS 7 has more functions,.. but is out of date...
AND Elements three can do your RAW converting,. and is easier to learn....
If you are a Photoshop "newb" and have any thoughts on working with RAW files,. Id say go for Elements 3.

PS7 gives you far more control, out of the box. As you learn to use it, you will really need the controls you get with a full photoshop, such as curves, proper ICC profiles, all the layer functions, etc.
As for raw conversion, there are plenty of alternatives to PS which are better than ACR.

If you're going to stick with photography, eventually you'll end up with Photoshop. One of the best training tools for PS is Elements 3.0. Has most of the functions (especially if you add the free masks, curves, etc. that's out there) and PE3 is like a miniture PS with the about same look, feel, etc. It will take you quite a while to outgrow PE3, but when you do, the transistion to PS will be MUCH less painfull.
