Raw & Layers Question

Hello,

When I open my RAW files in PS Elements 3, it seems I have to convert the file from 16 bits/channel to 8 bits/channel if I want to add a layer.

Is this normal or am I doing something wrong? If this is the case, would it just be better to make my changes to the original picture instead of using an adjustment layer?

If you are, so am I. I think that this is one of the limitations of PSE3. They've got to take some things away in order to charge the lower price than PS CS.

Some things can't be done in 16 bit in PS either. I'm not sure exactly which, but someone did have a post on it about 6 months ago.
