I have recently purchased an EOS 450D (Digital Rebel XSi / Kiss X2 Digital) can the built-in flash act as a wireless E-TTL master to activate a wireless slave, or would I have to purchase a Master and a slave flashgun.

From what I understand, the only wireless ETTL masters are the 550EX, 580EX, 580EXII, and ST-E2. I'm pretty sure (99%) that the built-in won't do it.

Oh, and welcome to POTN! :)

If that being the case, I might as well buy a Nissin Di662 and an off camera shoe cord which is compatible to Canon's E-TTL II.

I'll add 1% to your 99%. No in-camera flash in any Canon DSLR will act as a wireless trigger to Canon slave flashes. Some, if not all Nikon models do work this way however I belive. Not sure why Canon chooses not to.
