Took this out a 2nd story window early this morning, needless to say it came out terrible, way under exposed out of focus just plain bad. So I thought I'd play around in Paint Shop Pro to see what I could come up. All and all I don't think it came out that bad

That is a very interesting effect. Can you tell us what tool you used in PSP? A very good option for less than perfect pictures.:)

I'll do my best. first here is a copy of the "bad" photo right out of the camera

What I did is adjust the brightness and contrast I set brightness at 14 and contrast at 12 than I went into effects : art media effects: brush strokes: I set softness @ 6, bristle 73, width 12, opacity 28, stroke length 6, density 14, and color dark grey reduced to 600 pixels on the long side and did some USM Radius 1.0, strength 90, clipping 4. I usually just play around until I get something I like.

Good going Monet
Thanks; Just proves my point, in the world of digital theres no such thing as a crappy photo. Well no, there's crappy photos, BUT you can usually salvage something out of it. Try that with film.

it's beautiful Sandy
 I answered this two nights ago.
I lost a lot of replies
must have hit the wrong buttons
I didn't realise until now that this was one of them
the picture is something like monet's work (wow)
:)
the blue and pink in the background and those leaves make it dreamy
surreal looking
I think the light and darkness of life are here together
I like it very much.
not bad from a 2nd floor window
you have advanced really well from the car to a high window

Thanks Marie; I was very pleased the way that came out. Considering how bad the original one was.
