In which format did you publish it to DVD?
IIRC, "Best Quality For My Computer" will give you a non-interlaced, progressive scanned video that works best on a computer monitor.
If you want to watch it on a TV, you should output in AVI so you get an interlaced (two fields make one frame) signal.
It sounds like you're watching a non-interlaced signal on an interlaced device.

Unfortunately I have no clue what this means or how in the heck to do it...........Is there another way to explain it, but this time explain it like you would to the homeless guy under the bridge that has not seen a computer in 17 years......Sorry, you're trying to help a computer idiot when helping me.......
Thank you

Honestly, it's very difficult for me to explain it in layman's terms simply because I've worked in video and TV for 25 years and it's beyond second nature to me.
I found this site that might explain things a bit more clearly:

Again, in short, you're trying to watch something on a TV that's optimized for viewing on a computer screen. They're two different worlds and you have to work in slightly different ways for each technology.
Sorry I couldn't be more help. Good Luck...
