Hong Kong : 23 May, 2009 -The area of low pressure near Hainan is bringing thundery showers to the coastal areas of Guangdong. Locally, heavy rain in the afternoon brought more than 70 millimetres of rainfall to Lantau Island and the western part of the New Territories.

doesn't really look like "flooding" from what i'm used to seeing.

That's called a thunderstorm in Texas. I used to live in Hong Kong, about 27 yrs ago...i was only 3 back then..and remember that my aunt had to carry me during a flood where the water was above her ankles.
