okay basic staff I understand, that is slow shutter etc... but I get sky blown out usually, is the guy using some filters? what filters? any tips?

Looks like HDR processing to me. If you're concerned about blown-out skies and don't like HDR, then I suggest a gaduated neutral density ("GND") filter. On this particular pic, I'd probably go with a reverse GND, since it is darker on the horizon where the sun is, while a regular GND is lighter on the horizon then darkens as you move up.

Yeah, to achieve this effect you need a GND filter and maybe even an ND filter. You can do this in software by combining 2 pictures (one for highlights, other for shadows) or 3 or more using the HDR technique.
