Just did a little tighter crop, lightened the face, and darkened the rest of the photo.. Just a quick fix..

here's my try. A bump up on the saturation, a touch of curves. Some dodging and burning, and added distortion filter (glow) and I used the blur tool to blur out the ladder a bit and draw your eye to the cute little kid. :)

The easy way would be to use the Dodge Tool at low exposure, maybe around 25 or so. The other fixes suggested are also very good, just more involved.

Here is a go at it. With the picture size being so small, its hard to edit, but here is a play. The picture had a pretty bad blue cast to it, so i tried to fix it some.
