Even though I know that there are several flaws with this shot, there is something that draws me in to the point where I over look many issues

the accidental halo effect does seem to add something to the photo

It's a nice, spontaneous moment but is on the blurry side.

Echo: the blur is distracting. I like the concept, though.
I managed to catch a few neat shots of my kids at a park at dusk a while ago with my little S40. Using the night-shot mode will give this effect. The "night portrait" program mode will blast the flash, but keep the shutter open longer than the standard 1/60, letting the darker background expose a bit longer.

This was a mistake, the ISO was set to 100 from a prior outside shoot, oops. Well he was walking, I was panning and I heard the shutter stay open a lot long than I thought it would. I corrected the camera and was really surprised by the results of my mistake.

I know what you mean. I think that sometimes the artistic merits of a shot can out weigh technical errors. However, I don't think this is one of those cases. Sorry.
