I always find it hard to shoot a cool looking restaurant or building in a sea of uninteresting objects (which you find alot of in a city). I think the stop sign, benches, trash can, cars take away from what my eyes really want to focus on, which is the restaurant. I would improve that shot by going there late enough at night (assuming you live in the are) that all traffic and people are gone, but the lights are still on.
Here's an example i shot. i know it's not a similar location (restaurant), but when i visited that bridge during the day it was filled with hundreds of people and it made for an uninteresting object. I came back from my hotel at 11pm and to my amazement, not only were there no people, but they had some cool lights turned on.

Firstly, including the photo here so it's easier for everyone to see:

I agree with gamec0mmander's points. It good that you looked for foreground elements, but they do hold the eye without providing much interest. Also, they run across the photo rather than into the photo, so they are almost like little barriers to seeing the restaurant: I feel it's an effort to jump them, just like it would be in real life. Zooming in a bit would provide more detail: perhaps in the larger versions you can read the closer restaurant's name easily where it's repeated above the tables? Or maybe it's still an effort... but it's important. People seeing the photo will want to imagine sitting there eating the food, but we're a bit too far away to do that.
