I'm really hoping someone can help me out..

I'm having difficulty with changing the shooting modes of my camera
and I couldn't find the help needed in the manual or on the Canon website.

When I attempt to select a shooting mode with the shooting mode dial,
the shooting mode remains automatic no matter which mode I have
selected. Did I somehow lock the mode? Is my dial broken? I use my
camera quite rarely and in the past, I was able to select different
modes. Did I accidentally lock some settings?

I tried another CF card and battery but I still have the same problem :(

Unfortunately, it's been over a year since I bought it... how much would it cost to get it serviced??

THANKS!

Most likely, your dial is broken. You can try resetting the camera by holding the MENU button down for about 10 seconds (while the camera is turned on). When you get the reset message, arrow to highlight OK, then press the SET button. If this doesn't resolve the issue, call Canon for service/upgrade options.
