SF C&C please

I took this pic in sf and dont know if the flare adds or takes away from the picture....

I would say it takes away. It's decreasing the contrast substantially which is even further being emphasized by your black border. I would suggest increasing contrast until the histogram starts touching black and seeing how it looks then.
