I have some pictures of a car I think a magazine would want to publish, question is when I call the magazine, who do I ask for??
Editor?
Senior photographer?
Artistic director?
Etc

There might be a main switchboard/receptionist/info number... call and ask that question... I'd think the art director or editor would be your best bets... the senior photographer might get miffed.
Ask if they have a story in development regarding said make/model too.
And don't just go for the auto mags... if it's a really good set o' photos, dealerships, make specific mechanics/shops, parts manufacturers, etc. all could have an interest in the shots...

There's no point talking with anyone other then the 'editor' or 'fetures editor' (if the magazine has one). Speaking with any one else is a waste of time. The editor decides which cars get a gig, not the Photographer, Artist, Sales reps etc etc.

I don't see why you'd need any luck if you are capable, professional and patient. Luck is often a matter of timing so if you are patient then you'll make your own luck!
If you're unprofessional and inept then good luck!

And I have to disagree, I think a little bit of luck can always help. I got a new job in the Bellagio in Vegas, I start to get settled in and one of the ladies working there writes a monthly article for the magazine, I start taking pics for her monthly article for free. Now I'm in chicago about to do a 14 page feature for a japanese airline. I think luckily for me that girl worked there. ;)

Luck is great, but if you need it then you're already in trouble.
As they say, the harder you work the luckier you get!

It's the editor who is responsible for everything, maybe you should start with talking to a features editor since they are sometimes new, and looking for help ( i said sometimes new, not always) since time is not something they are short of ( reasonable levels)
