F 22 i don't really have an answer for (f 8 or 10 maybe better next time?). And yes very rainy and overcast.

Because you mentioned St. Louis in the tittle of the thread, we have some clue that you're shooting the famous arch there but without the title, I don't honestly think anyone would know what on earth was in those pictures.

The gray sky against the gray structure also leaves the images flat and uninteresting. You might try attempting to salvage these by playing with the levels a bit to try and extract some cloud detail which would give us something more to see in the shots.

The aperture setting is fine at f/22 as this will give you the broadest chance of extracting some detail.

Compositionally, the first shot is stronger then the second and perhaps with a more interesting sky, that one might be better.

I know it's tough if you were just a tourist when you went there to shoot as you have to deal with the conditions of that visit but, if you live there, consider going back on a better weather day and consider some shots that show more of the arch to let us know what it actually is.
