Strange PSCS Colour Balance Q

Hey guys,, When I edit a photo in PSCS and save to jpeg and then open the photo up in a different program it always appears darker than when it was in PSCS (darker in Windows Fax viewer, Adobe Elements 3 and Microsoft Picture it). This is confusing because my photos always look different then the way I edited them in PS. any advice would and helpfull.

Don't delete it - explain what happened and why - I am beginning to understand this, but don't fully. Every repetition and different explanation of color space will help me get it down better.......This is your penance for a "wasted thread."
