Certainly looks like some good HDR processing. Sorry, but I'm not familiar with Topaz. What is Topaz supposed to do for an image?

Nice scene. I think the processing fits this fairly well and isnt overdone.

I think if you made it a little darker and cropped out the half-boats on the far right it would look a little better. But it really is a cool looking photo.

If this is a multi-exposure HDR, and if the clouds had much speed, there will be some strange looking artifacts appear in any part of the scene that moves.

The composition is off the boat with the blue canopy is too central and I think you could have taken the shot either early morning or light permitting later in the day.Have you tried to save a bad shot with some post processing.Some cropping and cloning may save the shot but I think you needed the right light.
Sorry for being so harsh but we learn by our mistakes and this is a cracker.

it looks a bit surreal to me. Almost like a painting. The far hills are a bit too bright, and the clouds have an odd dark outline to them. My eye seems to wander a bit, unable to find where it wants to settle. The boats are too soft.
