i've got an XSi Rebel and wanting to get a new flash for it, I tried to order a 430EX II and the site I ordered from said it's on backorder and I don't feel like waiting till August. The person I spoke with on the phone from NWVdirect said I should check out the Vivitar 383 and said it's better than the 430.. is this true? Is this worth getting, as in the best flash I can get for about that much ? If not, what's the best flash kit I can get for this camera that isn't quite as expensive as the 580 Canons?

Canon flashes tend to be much higher quality than Vivitar. Given the similar prices i'd definitely get the 430EX II. 580EX II quality's even better, but isn't necessary for a beginner.
Get a 430EX II from B&H Photo & Video (http://www.bhphotovideo.com/c/product/571297-USA/Canon_2805B002_430EX_II_Speedlite_TTL.html/BI/2312/KBID/3114), I think they're the biggest camera retailer in the world, they have it in stock. Prices are good, service is great on the rare occasion you need it. I've bought tons of stuff from them, so have most people on the forum.

I found it really cheap on B&H for 190ish.. says it's used.. would that be a bad idea ?

Flashes don't tend to wear out, they work or they don't, so long as it's not all scratched up it's fine. B&H are reputable.
