Help with "Restoring" Photo

I am an active member of a large Buick website and someone needs help "restoring" the photo.

Is there anything that I can do to fix this photo, or is it hopeless?

This is a 100% crop after running it through some noise reduction software...

Just a suggestion - you could try posting the full image as a link, and offer it as a challenge should anyone care to try. It would have to be the original - i.e. with no noise reduction or other processing. You never know - maybe someone in this forum works for the CIA and can do some of their very clever processing on it!

Thats a good idea :D I am trying to get him to rescan the photo at a very high resolution on a better scanner than what he used for this - I might be able to make it work if it didnt look like he was scanning a piece of fabric!
