All of a sudden out of the blue, some of my tools aren't working like the clone, healing brush, dodge, burn, blur to mention just a few.

For example, using the clone tool, you can select the source spot but when you try to paste it to the target it area nothing happens.

I have shut down CS and restarted, same result. I have rebooted my system just to be safe. I have reset all my tools to default settings.

Anybody have any suggestions.

I don't suppose that the files you are trying to edit are 16 bit? Cause that'll do it.

Those tools work in 16 bit with CS

Well I thought that I would post the fix for this. This was way weird. It actually started to function properly and then a few hours later it started doing what I explained earlier. So I went and posted a question on adobe.com.

Turns out that if you leave your watcom pen too close to the tablet it disables some functions with your normal mouse. I prefer to use my normal mouse for certain functions and I set the pen down too close to the tablet. I tested it a couple of times moving the pen away and then closer. Weird but hopefully this will help others at some time.
