Maybe even think about using a GND to retain detail in the sky while bumping up the exposure on the foreground.

these are always tricky for me, too. i dont have GND's or experience with HDR stuff. but, i would expose for the foreground, if that is what i was most interested in. and, vice versa if i was interested in the sky. whatever blows out, blows out. i think HDR stuff is pretty, but sometimes its "too perfect." sometimes not everything can/should be properly exposed.
and, i second the need for a foreground object of interest.

It's said that you should never have the horizon cut the image straight down the centre like you have in number 2. The horizon also doesn't look straight in either images. You should always remember the rule of thirds (http://en.wikipedia.org/wiki/Rule_of_thirds) when shooting, it will help you achieve more interesting and pleasing shots.
Another thing i find may be helpful, is getting in different positions. It's easy to tell that you were standing with the camera to your eye when you shot these, and it sorta' gives the 'snapshot' impression. Try getting down and experimenting with different compositions, it will help a lot.
Here's a quick edit on number 1. I brought out the foreground and adjusted the tones a little. I think it gives the image a little more depth. I was going to suggest editing it in black and white.
