Do I pay for a custom web site or use a web template such as: http://www.photobiz.com/home.cfm

Seemingly this specialized template system is easy and affordable.

Comments, suggestions? I want to be careful with my budget as I know a site can be a powerful marketing tool.

A lot of hosts have "fantastico" (http://en.wikipedia.org/wiki/Fantastico_%28web_hosting%29) as a feature which basically has templates for web site and will build it out for you. This is included with the cost of the site hosting. If you aren't in a rush, I'd give that a look. I'm currently using Bluehost who offers this as an example.
