I am a so so user with PS CS.
Should I upgrade from CS to CS2, or invest in a book for photoshop

Get a book - if you can't use it effectively the upgrade won't do you much good. There should be newer versions of the same books out now or soon.
CS2 is a good upgrade for RAW users, for others I don't think there's a compelling reason to upgrade unless you're a real power user.

Is it possible to convert raw (from rebel xt/350) using the software boxed with the camera and then open it in PS CS?? I don't know anything about post processing.....yet, but I would like to start experimenting with raw. I've read that elements 3 will open the xt raw files...not knowing what I don't know...:confused: , is cs2 that far ahead of elements 3??
I don't want to intrude on your original question msvirick, but I am also curious if cs2 would beneficial to have over cs for someone who doesn't know any better.

1) Yes, you can convert to TIFF in the Canon software, then edit that in PS CS.
2) Elements 3 has the same level of RAW features as PS CS2, though it might be cut down a bit.
3) CS2 is a good upgrade to CS for RAW users, not essential but very nice to have.
4) Get the newer versions of both the books I link to above, they'll answer many questions you have, and many you wouldn't think to ask ;)

wow, I was amazed at the functionality of the new photoshop... When you convert raw files you can right there before you convert pick the size you want it to be when your done, it goes all the way from downscaleing to 1 MPixel to upscaleing to 22.5 Mpixel. Very cool, new filters, new and improved toos.
