In the back of my manual it has details of of a wide converter, telephoto converter and closeup lens, as well as the conversion lesnse adaptor to attach them.

How effective are they? Do they decrease quality or require special skills etc?

How much would I expect to pay for the adaptor and telephoto lens - and do I have to buy them separately? Where are they available?

Most good camera stores can supply what you want. The adapter is about $25 (AU). The telephoto lens is generally over the $200 mark (I got mine on E-Bay much cheaper). I suggest you do a search using the model number shown in your manual. There are other brands that fit the Canon A series, make sure you get the correct adapter for your model. I have seen generic adapters that match the silver clour of the Canon cameras and look like they belong as opposed to the Canon adapter which is black. I leave my adapter on most of the time and as well as using the Canon Teleconverter I have attached a UV filter and leave it on permanently. In addition, I can also attached Polarised or other filters to the adapter. A note of caution do not leave the adapter on if you a using the flash. The adapter blocks out the flash in the botom right hand side of the photo. It is easy to take off and put back on again. Even if you do not purchase the Teleconverter or wide angle lens the adapter allows you to use other filters. Good luck
