Cheap flash setup - worth it?

I am thinking about a cheap studio flash setup. Cheap because while I would love the quality of the photos a studio setup produces, I don't know if I would really use it that often.

I have seen cheap setups on ebay:

Are these worth it, or are they (as I suspect) just cheap rubbish?

That's true on everything really. I've found that its better not to skimp because you'll only end up paying more later when you upgrade. Only do it when you really have no way to afford something better.
