They're storage tanks for liquid nitrogen. The one in the background is for dispensing into smaller dewar flasks for cooling samples. The one in the foreground looks to be connected to a piece of equipment, maybe a pump of some sort, but I don't remember exactly - the picture is a few years old now.

That's right - this is part of the x-ray ring (there's also a smaller uv ring). To the left is beamline X13a and to the right is beamline X12c.
I hope it didn't bend the 'public location' rule too much - it is possible to visit, just not every day.

Randy, you're the closest...
This is in the Schönbrunn Tiergarten (zoo). Closest image I can find (fotos link from their website) is this (http://www.zoovienna.at/images/ast_0099_b.jpg).
Obviously it looks nothing like it, just a fun bunch of Austrians. But what caught my eye is the rubber flap gate in the ground (by the kid in red). This lets the water down the gutter and past the turbine wheel, which is probably what they're standing in front of. Attached is another image from my set to give you another perspective.
Sorry for wasting your time  (I myself have been searching for a similar image, if that helps :))
