You got it right and it looks as if the Flickr shot was taken at almost the same spot as where I took mine... :) Congratulations!
This is a huge construction about 750M long and 10M high of twigs on a frame. Salty water from the local wells is pumped by the wind mills at both end of the construction is sprinkled over the twigs and evaporates with just enough salt in the air to give people walking past this construction the impression that they are enjoying sea air. This gives a relief for patients with breathing problems like athma. There is also a walkway inside the construction.
I visited this spot September last year. Bad Rothenfelde is in Lower Saxony (Niedersachsen) about 20 km south East of Osnabrueck.
So now it is up to glhs509 to put up the new challenge.

I initially thought it was the San Mateo Br, which I drove many hundreds of times back in the late 80's. I think Henk must've been thinking of the bridge at Richmond, which was also part of my route. If I remember right, the Dumbarton was down at the sludgy end of the bay.
