I have a D30, and just purchased a new Sigma f2.8 28-70 lens. It works fine, but it has been EATING up the batteries. It seems that the battery from full charge lasts about 15-20 minutes of sporadic use. These are brand new batteries. (The old batteries lasted much less). Could the lens have some kind of flaw?

If there is a dramatic difference in battery life between when you use this lens and when you use any other lens then yes, it MUST be faulty.
Have spent 6 hours with my 10D on and shooting, for a total of 2580 shots. I use a battery grip and had 2 batteries in it. They didn't run out! 15-20 minutes is very very poor, I would expect over 2 hours of sporadic use with one battery (I once shot for 4 hours taking over 300 photos on one battery).
If you can shoot for 3 hours with one lens, but less than 2 hours on another then I wouldn't worry. But if it is 3 hours on one lens and 20 minutes on another, then you should return the lens and exchange it for another one. Let us know how it goes.
