to be honest ... the deck is being framed as the subject and it is uninteresting to my eye ... the light would have been better 1 hour ago ... the housing is back lit and sits in shadow ... flare and overblown sky

I think shooting into the sun did not help this image. Either wait for it to set behind the buildings or take the shot at the opposite time of day when the sun is behind you. It caused your camera to underexpose everything else. Furthermore, the dynamic range was far too broad for your digital sensor to capture without getting the blown-out highlights and featureless shadows that you have. It might make an interesting HDR shot (high dynamic range). You'd have to take multiple bracketed images for this.

I also recommend that before you release the shutter, you sit back and look at a scene and determine just want you want to be the subject and then compose the shot with this in mind. (Do a search on composition.)

The flare is right in the middle of where the dock is leading the eyes. Very distracting. This is a throw out unfortunately. Would be much easier to re-shoot when the lighting is being more friendly.

The actual main subject, the deck, isn't very appealing nor interesting to my eyes. With the lighting and lens flares in the frame it somewhat causes my eyes to wonder around a bit.
