i heard that once you put a light stand on state beaches, you are violating a state law...is this true? i googled it but nothing came up

I don't know the specifics, but I believe a permit is required for commercial photography. I think the law has changed a couple of times.

I doubt seriously you're "breaking a law" but different cities or state parks may interpret "commercial photography" in different ways.
If they deem you're doing commercial work then they may want proof of insurance and make you pay a fee for a permit or permits for such photography.
