It looks like you're figuring it out. The original isn't much to work with, kind of hazy and not much sunlight. It's funny, last night when I was digging through my old pics I found a Toronto photo that I photoshopped up and posted on my webpage. It had the same problem. Haze and no sunshine. It is always grey when I fly to Cananda.
I played with your image. This is the best I could come up with.

There is such a blueish cast to this photo that I figured just keep the slightly blue tint rather than fight it.

I looked at the advice I gave you last night. I might have told you to sharpen too much. For your toronto photo the highest I set the amount to was 130. Anymore and the faces of a few of the buildings start turning black.
