Personally i'd go with a tighter crop than either of them, perhaps with the wider aspect ratio.

I like the tighter crop best too, but I think I'd take a bit off the right hand side as well.

I think that would emphasise the fact that the car is moving from one side of the pic to the other.

definitely crop to the street level, you can really tell you took that while moving because of the foreground, and removing that emphasizes the speed of the car, rather than your frame of reference. Great job though just the right amount of motion blur in the background while keeping the car tight and in focus.
