whats the largest print size I can go up to (and at what DPI)?

Divide each pixel dimension (L X W) by 150 for 150 dpi and 300 for 300 dpi. The result will be the print size for each.

You can print beyond 20"x30" with an 8MP image. DPI is relative to how big your print is. With a larger print you are going to look at it from further away than you would a 4x6 print. To put it in perspective, when you a huge wall poster when you get up to it it looks like garbage from 6 inches away.

is there a noticeable difference between a dpi of 150 and a dpi of 300 on a 8 x 12 print? (taken with a 8mp rebel xt)

It depends on the subject. For a portrait, you might see a little difference. For something with tremendous detail, you might see a lot of difference. With some hair types, hair at 300 looks great, and hair at 150 looks sloppy.
It's all very subjective, and there is no single rule that works 100% of the time.
