you select the part you want in colour ( i used magnetic lasso tool)
than you rightclick in the selected part and copy to layer
you now have 2 layers, the picture, and the part you want to keep in colour
now you just have to make layer 1 black&white

If you don't know how to make them b&w:
read this link: http://www.luminous-landscape.com/tutorials/b-w_better.shtml

You can also make the photo b&w and copy the original layer. On the copied layer you can color the areas that you want colored(I usually do this with lips, ect..so they pop out of a b&w photo) and then adjust the opacity of the layer so that the images seem to merge. You get the same effect. With PS there is SO many ways to do things.

Simplest way...
Create a new layer on top of the origional layer (COMMAND + J).
Desaturate the new layer (IMAGE>ADJUSTMENT>DESATURATE).
Then take the ERASER TOOL (Below the Clone Tool) and erase any part of the photo you want color. As you begin to erase you will see the colored layer show through. Select a soft brush when erasing. Then you might want to use the blur tool at about 10% to just blur the edges of the part you erased for a smooth transition.

Kool! Thanks for all the suggestions. Tried them out and they all worked. What do you mean by "oversharpened"? I'm new to photography and editing, sorry

I think when you have such nice eyes, why not choose the eyes as the target for selective colour? She is very pretty and I reckon it's worth giving it a try
