Whenever I try to print an image on 11 by 17 inch paper with my Canon S9000 printer using Photoshop Elements 2, areas that contain black have a series of closely spaced lines in them. How do I get rid of these lines?

It's very likely that some of the black ink nozzles in the print head are clogged. The driver should also be able to print a test pattern to enable you to assess the condition of the heads. Alternate between printing the test pattern and running the head cleaning cycle until the pattern looks perfect.

If you can't get a perfect test pattern you may need a new print head. Just happened to me with my Canon S820 last year. so then I bought an i9100 last fall and a few weeks ago the yellow started doing this and then stopped printing completely. Still under warranty so Canon sent a new print head - doesn't print anything but the old head still prints all but yellow. I am now waiting for a replacement for my replacement. Pain in the *** but Canon has been good to deal with over the warranty issue.
I just wish the heads lasted longer - new ones are around $100 from Canon.

I forgot to say that if I print an image using Canon Zoom Browser I do not have this problem. The blacks come out exactly as they should.

I have had the same problem when I do not use Canon paper . I don't know why but it cleared up as soon as I went back to Canon paper and selected the paper I used in the print menu.
Good Luck
