Well, C&C is all about honesty and trying to help each other out. Not just to say a shot is lacking, but to offer reasons why it lacks and possible solutions to improve next time.
Not sure what you were trying to achieve there mate, but that shot just looks like a completely uninspired snapshot. I have taken a few like this myself, thinking that looks like an interesting cloud, but what I see and what the camera sees are two different things.
Try to get creative with your skies if that's what you want to do. Look for better scenery to frame the pic. Pick your time of day and low light. Go for drives to remote locations to shoot things others don't usually get to see. Get down on the ground or up high on something to get an unusual perspective. Put some thought into each and every shot. Don't just stand there hand-held and point and click. Use the manual settings, don't let the camera pick for you.
On a good note, at least your horizon is level.
I hope this helps. I don't know how many times I have taken 100 photos, selected one best one and been told it is rubbish. It was so valuable to me to be told that honestly and then why!
Cheers,
Baz.

I agree with Baz , not sure what your wanting to point out here . Normal looking storm clouds . Now had your focus been the train and better focus then it would go nicely in the landscape section possibly or transportation section .
