Tilt-Shift advice and info?

Not really sure if there a better area for this but here I am in the general section.

So, I'mreally into tilt-shift photography after seeing a bunch of well taken shots. I'm confused as to how it works, even after reading a few things on it.

What I'm after are 2 things mainly:

1) What is happening to make it have this effect and
2) Advice on what makes this effect more impressive.. tips, advice or any first hand experience.
