what type of host can i use to make a site like that, will i need to use HTML and CSS? something that will allow me to upload my photos...
I'd like it to be more apealing then this one, this is just an example.

View the source of the webpage, then view the stylesheet that is declared near the top of the page source. You could download them both and view the page localy on your pc. Pretty easy design to replicate.
The host is pretty irrelevant. I think smugmug or zenfolio would be nicer and easier for you. I believe they both have templates as well.

You'd probably want to go with a WYSIWYG web design software if you don't have any previous experience.
They go from as simple as iWeb (free on the Mac) all the way up to Adobe Dreamweaver.
So it really depends how much you already know and how much you are prepared to learn.

I'm really liking smugmug, I think i might get the premium $60/yr deal.
I don't see why I'd bother trying to make a fully custom site when this is basically the same thing.

Question you should be asking yourself instead of saying how do I copy this is what can I distinguish myself from other photographers. That site is pretty bland and doesn't make me go wow. Template based sites never really give you that edge you need. They're quick and convenient but that's all I can say about them.
It's also a template from Freewebs.

That site is pretty bland and renders dreadfully.
Corrected for you. Basic designs can look rather good, that one is ruined by overflowing text, items that crossover each other etc.

The website you posted is a simple wordpress blog with a theme applied to it. Search for wordpress themes and you'll see what I'm talking about. You really don't need any kind of web experience to set those up

yeah, looks like they went through webs.com (http://www.webs.com/), which seems pretty beginner-friendly.
