Question about blurring traffic

I'm sorry, but frankly, this is either the dumbest question I have ever read or you didn't quite word it correctly.

Ok...I'm not totally sure what you're asking here but...

It would only show up as a streak behind the SUV if it were taken at night, where the brake lights and slow shutter speed would create a light trail.

Thanks for your answer. Thinking about your answer helped me understand why the SUV is blurry at both ends. Duh, it's moving and I'm using a slow shutter speed. A little slow, but I figured it out.
