Bird on gate - why?

Took this in Australia a couple of years ago. It was quite a surreal sight - new gateposts and padlocked gate - why I wonder...

Why is the bird sitting on the gate? Obviously, he doesn't have the key to the lock, so can't go through. Why is the gate there? Obviously, to keep out the birds.
