I want to insert an image into an existing photoshop document, but the other image is, say 1000*500 pixels, and the document I want to insert it into is, say, 400*400 pixels. How do I paste the image in at the size I want? I can't seem to resize the thing I paste in.

Copy and paste you image. Once pasted it will be bigger than the one you pasted on. Simple select the 'Move' tool and check 'Show transform Controlls'. Drag the bigger image until you see one corner of it. Drag the corner to resize the image (Layer). If you want to keep the image in proportions, hold the shift key while you resize. I hope this helps.

Or simply resize the image before you copy it. Using the transform tool as Baadil has suggested is usually more accurrate for getting the size exact...
