What does image resize in photoshop do?

When you resize a picture to make it smaller, it usually ends up looking a little sharper and with less noise. Is this just the result of the photo being smaller and not noticing the artifacts? Or when photoshop resizes, does it compress all those pixels down into the smaller size, thus resulting in greater sharpness? Or something else? Basically, how does photoshop actually resize the image?

You probably aren't viewing both at 100%, are you? Anything viewed smaller will look better. Doesn't mean that it is.
PS will resize an image any way that you tell it to if you use the Image > Image Size option, & then use the File > Save For Web option to choose the quality you need for the forum.

Sorry, I think you misunderstood me. I'm familiar with how to use image resize. I'm just curious about how it actually does the resizing in the background. I'm somewhat of an engineer, so I'm always curious how something works. Just wondering the technical aspects of resizing an image. Not how to do it.
