I'm pretty sure that this is just down to lighting/flash. Following the artists comments on that page, he offers workshops and states "photos you take, you can keep". Nowhere does he say anything about processing, so I assume that it's all in camera.
Basically, the same technique as the macro boys use for water-drop shots. High speed flash and a whole lot of luck in how the pattern forms as it's caught.

I'd say he has a library of splashes etc and these are photo-shopped on. Very well! Some of his images just couldn't happen in reality - drops going all directions. Especially one against cityscape - background have been added afterwards + drops coming up from top of dress + I doubt dress really got wet + the model would have reacted involuntarily. I could be wrong then I'm astonished!

Agree. But the one in the retouchpro forum is better yet. And it's more difficult to select (transparent) water against a gray gradient then it is selecting opaque, white milk against a black background ;)
