Proshow Gold is what I use, it can do CD-R, DVD, VCD, and web galleries.

I use actual dvd creation software, Adobe Premier on the Mac, and Sony Vegas on XP. They both have a bit of a learning curve - but the flexibility is wonderful - multiple audio tracks - comments only - auto run, detailed menus, etc. Once you get some templates setup, they are a snap to put together. Even the lowerend versions of both these products do a dang good.

Proshow Gold doesn't have a learning curve, it's almost trivial to use. It does menus for multiple shows on a DVD, or multiple sections (eg ceremony, reception, best-of, etc). Soundtracks, comments, music, etc. Not that i'm saying it's better than either of the things Croasdail recommended, just giving more information.
