I was thinking about the pop-up flash is on DSLR's and Compact Cameras, and just thought how it could dramatically improved...

Why don't they let the pop-flash swivel to bounce off of a low ceiling or wall? I know it's better to use a speedlight, but I was thinking it would be a way to help a camera novice appreciate different ways of lighting their subject. Also, it would be very cheap thing for the Manufacturer to upgrade - they would just have to let the pop-up flash flip further back so it could bounce off of the ceiling.

I'm actually thinking about modifying my 40D's pop-up flash to bounce it.

You lose a TON of light when you bounce, and I don't know that the pop-up is capable of putting out that much light to be effective. What's the GN of that little flash? They also have to be concerned about strength, and the more something bends/rotates/turns the more vulnerable it is to breakage.
Good luck though...send us pictures and results. You may be on to something.

I've used an index card to bounce it off the ceiling, it seemed to have enough juice for that.

There would be little reason to purchase the 270ex or any other speedlite other then for more juice which may not be needed. My main point, manufacturer's would lose $$$. If it makes sense to consumers, the company loses money.
