I really don't know how to fix this blurring problem on my SD400. Look at the picture below. Notice on the top and bottom there are blurred areas and the middle is slightly clear. Why is it doing this? I've tried changing Auto to Manual, and the other features like Portrait. I can't get this blur thing out of my pictures! I tried adjusting the macro button on and off to see if it would change but noo!

maybe that's camera shake. you're shutter speed is 1/30s, very prone to camera shake especially with compact p&S. also the depth of field is to shallow causing other parts of your picture to blur. try using faster shutter speeds (maybe 1/100) and move a little further away from your subject so everything would be in focus. also use flash so you can use faster shutter speeds and smaller apertures.

This looks like a serious problem to me. Maybe just a dirty lens. If you can I would take it back.

About Canon's Warranty...
Does the warranty cover cameras purchased through eBay sold as brand new? I just don't want to send it in and have it sent back with nothing done to it.

NO, unless the camera comes with a manufacturer's warranty, which they usually don't even though they advertise that they do. The basic rule is never put "warranty" and "Ebay" in the same sentence.
As for the problem itself, it looks like either dirty glass or maybe you've just used your camera so much that your glass elements have gotten out of wack. SLR users usually see this effect when they 1) buy crappy lenses that have only been well-engineered in the center and lack quality on the edges, or 2) buy those .4x wide-angle attachments for lenses (http://www.goelectronic.com/Merchant2/merchant.mvc?Screen=PROD&Product_Code=KENKO+KUW-042&Category_Code=CAMCORDER+LENSES) where the elements are shoddily made and put together. You might want to see how much Canon charges to recalibrate, but it might be very expensive $200+)

P&S are actually less prone to camera shake than SLR cameras, because they have much lower focal lengths (sometimes in the 5 mm range). Therefore if you use the rule
no camera shake if 1/focal length = shutter speed, then you can shoot very slow shutter speeds and still get sharp pics (for instance if your focal length was only 15 mm you could shoot 1/15 - 1/30 and be fine)

What you get on Ebay is up to the seller, but (for example), if a seller claims that a product is new, includes a US warranty, and a US warranty card with the product S/N printed on it is included in the box, you are in good shape, and Canon should honor the warranty. If something other than a US warranty card is in the box, and you live in the US, you are pretty much screwed, and I hope the dicounted price was worth it.
