Specs on my pics? Can you see them?

I have noticed that my new S230 is pixelizing some pics with some 'specs' are off-color. I have posted the best example. Look at the bumper and hood around the crest on the front of the car. There are like green specs mixed in with the light blue color of the car. I'd expect it to be solid. Why is that?

Do you see the specs also (I'm hoping it's just my monitor, but doubt it since they move with the picture) or is this normal? I'm pretty disappointed because this seems like a great camera, and I just got it.

It looks ok to me on my screen. It is a little dark, but I don't see green specs.

Thanks. I think I figured it out:
Video Card.

When I view it with my laptop on the same monitor, it's ok. When I see it on my desktop, same monitor, I see some pixel specs.
